SMART CARDS that will make shoppers’ signatures redundant and could prevent 70 per cent of fraud cases are to be introduced across Britain.
Banks have begun sending customers new debit and crdit cards with embedded chips that will store their PIN, so transactions can be completed by keying in a four-digit code.
By Christmas, 20 per cent of cardholders should have at least one of the cards and, by spring next year, at least half will have one - by which time the banks think one third of all transactions will be paid using the “chip-and-PIN” system.
But some retailers are annoyed at the cost that they will have to bear in the upgrade. Amanda Miller of the British Retail Consortium said: “The rollout is a huge task with more than 850,000 shop terminals and 2.7 million retail staff being trained, so it won’t happen overnight.”
For the banks, it will mean issuing 122 million cards to 42 million cardholders, and upgrading 40,000 cash machines. For customers, it will mean an end to signing receipts.
Sandra Quinn from the Association for Payment Clearing Services (Apacs), whose members are pushing the scheme, said: “We tested chip and PIN earlier this year [in a trial in Northampton] and there is a real appetite for the system among consumers. More than 80 per cent of people in the trial said they were in favour.”
The cards are designed to a globally agreed standard, and contain an embedded chip with the card number, expiry date and PIN in encrypted form. For criminals, they will present a huge obstacle to fraud in which cards are cloned and signat-ures forged. The chip will make “skimming”, the most common form of card fraud (in which the card’s magnetic strip is copied and used on a blank card), impossible. And even with unlimited access to the chip, it will be difficult to extract the PIN, because the data is encrypted. Signature forgery, now comparatively simple, will also be reduced because giving a signature, not a code number will attract attention.
Apacs estimates that “chip and PIN” will cut card fraud - which reached pounds 424.6m last year - by 70 per cent.
There is an even stronger incentive for retailers. From 2005, the shops, rather than the banks, will be liable for the costs of any card fraud that is committed on them.
