MIAMI, Florida (CNN) — Tropical Storm Fay moved over the western end of the Cuba Monday morning on its march toward the eastern Gulf of Mexico and Florida Keys, according to the National Hurricane Center in Miami.

Forecasters with the National Hurricane Center said Fay could increase to near hurricane strength by Monday evening when it should reach the Florida Keys, and it could become a hurricane before making landfall on the Florida peninsula sometime Tuesday.

The latest advisory from the NHC noted the Fay’s track shifted more northward in recent hours, as expected.

Traffic out of the Florida Keys was brutal at times on Sunday as officials urged the evacuation of thousands from the path of the approaching storm, a Florida official said.

"Sunday is the day that visitors usually leave this area," said Key West Mayor Morgan McPherson. "But there are more leaving now, a sign that the evacuation is going well."

McPherson said as many as 25,000 people could be leaving.

At 5 a.m. ET, the storm, with maximum sustained winds of near 50 mph (85 km/hr) with higher gusts, was heading north-northwest at about 12 mph (17 km/hr), forecasters said.

A court barred Adam Hinton, 32, from being within 110 yards of his 29-year-old girlfriend Kerry Norris’ apartment, Brighton and Hove City Council spokesman Mike Taggart said.
